Summary:
The construction senior project manager will provide construction project management for a single major federal contract program and/or multiple projects.  The incumbent will plan, evaluate, and maintain technical surveillance over operations required to support the construction initiatives within the program as well as its project goals and objectives.  This position requires the incumbent to work at the MSI client’s construction site.  This in not a remote or hybrid role.  


Essential Functions:
  • Leads a team in the accomplishment of company’s strategic vision and ensures adherence to policies and procedures while ensuring positive outcomes for our clients and their construction projects.
  • Directly or through subordinate managers or staff ensures performance on contracted efforts; executes approved plans, delivers requirements, controls, and reports progress relative to the established cost, schedule, and quality standards, and follows project management standards.
  • Maintains an open dialogue with the client and its stakeholders and management. Notifies client/management when problems arise and offers possible solutions.
  • Delivers each awarded contract on time and within budget; sets deadlines, assigns responsibilities, and monitors and summarizes progress of programs.
  • Supports cross-functional engagement by building and maintaining working relationships with team members, vendors, and other internal departments.
  • Develops, reviews, and submits all contract deliverables.
  • Maintains continuous and effective communication with the customer to obtain a common understanding of expectations; meets frequently with customer.
  • Creates, updates, and reports on project invoice preparation and project financial forecast including variance reporting.
  • Ensures successful and timely staffing of the contract through effective networking, recruiting, interviewing, and other related staffing responsibilities.
  • Supervise/manage a department and provide input towards hiring/firing/performance decisions.
  • Develop proposals and responses for contracts and projects. Coordinates and manages proposal development process with other team members.  Writes key sections of proposals and assemble content into cohesive proposal documents and ensure all proposal materials are compliant with solicitation requirements. Record and track proposals and update proposal databases.
  • Performs other job-related duties as assigned.
Qualifications:
  • Bachelor’s degree and fifteen (15) years of federal government contract-related construction experience or an equivalent combination of education and experience, including eight plus (8+) years’ experience with the management of a team involved in planning, design, or construction.
  • Management Consulting experience strongly preferred.
  • PMP, PSP, CCP or similar industry certification strongly preferred.
  • Excellent organizational and project management skills.
  • Excellent problem-solving and analytical skills
  • Excellent proposal development, support and writing skills.
  • Ability to manage and develop high performing teams.
  • Ability to implement and execute vision and goals.
  • Ability to prioritize work and successfully meet deadlines in a fast-paced environment.
  • Ability to develop a pipeline directly or indirectly by using multiple market and customer resources.
  • Ability to set priorities and work in a group environment or independently.
  • Ability to be client focused and detail oriented.
  • Ability to manage staff of different disciplines to produce results on time and within budget.
  • Ability to work and communicate in a matrixed environment.
  • Ability to communicate to and brief leaders.
  • Working knowledge and experience with construction cost estimating.
  • Working knowledge and experience with project scheduling including Primavera P6 and/or MS Project.
  • Working knowledge of Microsoft products including Word, Excel, PowerPoint, and SharePoint.
