Summary:
The Program Manager will provide construction program and project management for major federal contract programs which are comprised of multiple projects. The incumbent will manage program requirements, develop and start-up new projects, and plan, evaluate, and maintain technical surveillance over operations to achieve program and project goals and objectives.
Essential Functions:
- Leads a team in the accomplishment of company’s strategic vision and ensures adherence to policies and procedures while ensuring positive outcomes for our clients and their construction projects.
- Directly or through subordinate managers or staff ensures optimal performance on contracted efforts. Executes approved plans while maintaining proper controls. Manages and reports on progress relative to the established cost, schedule, and quality standards while adhering to project management standards.
- Delivers each awarded contract on time and within budget; sets deadlines, assigns responsibilities, and monitors and summarizes progress of programs and projects.
- Develops proposals and responses for Federal contracts and projects. Identifies and manages proposal and contracting process for upcoming projects and project changes. Coordinates and manages proposal development process with other team members. Writes key sections of proposals and assembles content into cohesive proposal documents and ensure all proposal materials are compliant with solicitation requirements.
- Stays abreast of upcoming spending initiatives and trends within the Federal construction market while seeking to capitalize on emerging opportunities.
- Manages the assignment of personnel for contracts and projects. Communicates staffing needs and works with Human Resources to recruit, interview, hire, train, and on-board new staff for specific contract requirements.
- Provides leadership and supervision of program staff ensuring adherence to company policy/procedures. Oversees staff development, performance management, and team motivation initiatives. Conveys and ensures the adoption of company policies and practices.
- Negotiates and manages performance of contracts with subcontractors, consultants, and vendors.
- Manages the overall client relationship during all phases of contracts. Maintains an open dialogue with the client and its stakeholders for continuous and effective communication and to obtain a common understanding of expectations. Notifies client/management when problems arise and offers possible solutions.
- Supports cross-functional engagement by building and maintaining working relationships with team members, vendors, and other internal departments.
- Creates, updates, and reports on project invoice preparation and project financial forecast including variance reporting.
- Performs other job-related duties as assigned.
- Periodic travel, upwards of 25%, to project sites, client offices, and MSI offices to meet with clients and team members.
- Bachelor’s degree and fifteen (15) years of federal government contract-related construction experience or an equivalent combination of education and experience, including eight plus (8+) years’ experience with the management of teams involved in planning, design, or construction.
- Experience in working within the Federal contracting environment and working with Federal RFP and contracting processes.
- Management Consulting experience strongly preferred.
- PMP, PSP, CCP or similar industry certification strongly preferred.
- Excellent organizational and project management skills.
- Excellent problem-solving and analytical skills
- Excellent proposal development, support and writing skills.
- Ability to manage and develop high performing teams.
- Ability to implement and execute vision and goals.
- Ability to prioritize work and successfully meet deadlines in a fast-paced environment.

- Ability to communicate to and brief leaders.
- Working knowledge and experience with construction cost estimating.
- Working knowledge and experience with construction project scheduling.
- Working knowledge of Microsoft products including Word, Excel, PowerPoint, and SharePoint.
- US Citizenship is required
